WITH reference to your recent snippet regarding the Part 108 Technical Standards, these standards have not been finalised. As the president of the Business Aviation Association of Southern Africa (Baasa), I have submitted proposals to the Civil Aviation Regulations Committee (CARcom) in conjunction with the Commercial Aviation Association of Southern Africa (Caasa), the South African Association of Freight Forwarders (Saaff) and NafcocJCCI. The proposals are also supported by the South African Express Parcel Association (Saepa) and the Airline Pilots Association of Southern Africa (Alpa- SA). In addition we have submitted proposals for amendments to the regulations. The Technical Standards were published for comment in April 2007 for the required 30-day period, but this was halted by our submission to CARcom on April 18. Therefore, the Technical Standards have not yet been through the complete CARcom process. Further proposals were submitted by the associations mentioned above to the CARcom meeting of August 30 where it was decided to hold a special CARcom meeting on the subject Part 108 on October 3. Various amendments to the technical standards were agreed at this meeting but as the process could not be completed it was proposed and agreed that an interest group be formed to process the amendments that had been proposed to the regulation (published on April 26 with the effective date of implementation to be announced) and the technical standards. The technical group comprises myself and representative from Aasa, the CAA, Caasa, Saaff and Saepa.
