Ray Smuts MORE THAN 100 harbour masters from all corners of the globe last week applied their minds to the increasing challenge of port safety - theme of the 3rd Congress of the International Harbour Master's Association in Cape Town. The five-day assembly hosted by the National Ports Authority of South Africa, covered relevant areas of interest including safety of navigation, safety management and risk assessment, marine technology, vessel traffic monitoring and flag and port state control.
