The rules in the Part 108 air cargo security legislation are being flouted by regulated agents, and costing them extra charges for re-screening their cargo, according to JP Cano, SA head of Singapore Air Cargo. He pointed out that they needed to attach the security declaration to the air waybill (AWB) when handing in export shipments. “But lately,” he told FTW, “many of them have been delivering cargo without that statement.” “When agents fail to comply with the rules,” he said, “our handling agent, Swissport, is compelled to re-screen the cargo and charge the agency for the cost.”
