WHILE THE European Union (EU) has just expanded by 10 new member countries, these have not yet been put on SA’s list of preferential duty destinations, according to Safcor Panalpina. Although imports from and exports to these new members are covered by the terms of the free trade agreement (FTA) between the European Community (EC) and SA, preferential duties cannot be applied to such shipments until the enabling notice has been published in the Government Gazette, FTW was told . The company understands that when this does happen it will be made retrospective to May 1. It’s a different case for imports to SA. Qualifying items may be imported at reduced rates of duty subject to relevant movement certificates (EUR1) being provided for such imports. However, exports to these countries under the generalised system of preferences (GSP) will not qualify for reduced-rate admission until the relevant legislation has been amended.
