Dumpers designed for off highway use and dumpers with articulated chassis of a G.V.M. exceeding 5 tons are excluded from the payment of customs duty as well as the Motor Industry Development Programme (MIDP).
The reasoning is that the MIDP was originally intended for on-road vehicles only.
These amendments are the result of an investigation initiated by the International Trade Administration Commission of South Africa (ITAC) at the request of the Minister of Trade and Industry (dti) to give effect to a policy decision that had been taken in 2003 to exclude dumpers with articulated chassis from the MIDP with effect from 01 January 2007.
