A weekly summary of the main changes to the South African tariff dispensation and amendments to customs and excise legislation. Compiled by Riaan de Lange of Tariff & Trade Intelligence. E.mail: riaan@tariffandtrade.co.za Tariff Application – Written Response Due In line with South Africa’s National Industrial Policy Framework (NIPF), the International Trade Administration Commission of South Africa (Itac) has initiated the following investigations: • The revision of the rate of customs duty (duty) on aluminium products. • The revision of the rate of duty on upstream chemicals. • Revisions of the duty on textiles and clothing. These investigations were initially published in November 2007. A notice of extension was released on the morning of 2 4 December 2 007. The deadline for comment has been extended to 25 January 2008. Preliminary Determination – Response Due Itac has announced a preliminary determination to terminate its investigation into the alleged dumping of aluminium extrusions originating in or imported from the People’s Republic of China. This is based on the finding that there was dumping and that the Southern African Customs Union (Sacu) industry was suffering material injury. However, Itac found that there were factors other than dumping detracting from a causal link between the dumping of the product and the material injury experienced by the Sacu industry. All interested parties have until 25 January 2007 to make comment. Note: This is a non comprehensive statement of the law. No liability can be accepted for errors and omissions.
