Amended Anti-dumping Regulations Published for Comment In a recent Government Gazette the International Trade Administration Commission of South Africa (ITAC) published draft amended anti-dumping regulations (the regulations) for public comment. ITAC has invited comment by no later than 04 December 2006. Readers are reminded that the regulations, all 68 of them, are grouped into five sections i.e. Definitions, General Provisions, Procedures, Reviews, and Final Provisions. No Tariff Amendments – 17 November 2006 Tariff Applications – Response Due Reduction in the rate of customs duty (duty) on spark plugs with a thread diameter of 18mm or more combined with a thread reach of 19mm or more from 7.5% ad valorem to free of customs duty. Rebate of the duty on soya cake derived from the extraction of soya bean oil. Rebate of the full duty less 0.091/l on fully refined preparations (commonly known as reformate) produced by a catalytic reforming process for the manufacture of petrol of tariff subheading 2710.11.02. The proposed reduction in the rate of duty on babies booties from 30% ad valorem or 500c/2u to free of customs duty, by the creation of an additional 8-digit tariff subheading. Response due 15 December 2006. The proposed rebate of the customs duty (duty) on tubes, pipes and hoses of vulcanised rubber (excluding hard rubber), without fittings for the manufacture of air-conditioning systems identifiable for use solely or principally with motor vehicles. The proposed withdrawal of the Rebate Item which reads “tubes and pipes, of vulcanised rubber, reinforced or combined with other materials (excluding metal or textile materials), without fittings, for the manufacture of blower and ram type heaters, ventilation units and air-conditioning systems, identifiable for use solely or principally with motor vehicles with water cooled engines”.
