Natural Honey – Rebate Permit Applications On 17 June 2011 the Department of Agriculture, Forestry and Fisheries announced the Procedures for the Application, Administration and Allocation of Rebate Permits for the Importation of Natural Honey for the Calendar year 2011. Honey is classifiable under tariff heading 04.09. Applications are due by 15 August 2011, and will be valid for the period 01 January 2011 to 31 December 2011. Lysine Anti-Dumping Duties Deleted On 17 June 2011 the South African Revenue Service (Sars) announced the deletion of the anti-dumping duties on lysine originating in or imported from the United States of America (USA). The Dumping Items in question are: (i) 206.02/2922.41/01.06 – Lysine imported from Archer Daniels Midland Company (ADM) originating in or imported from the USA – Rate of Duty 33.5%; and (ii) 206.02/2922.41/02.06 – Lysine (excluding that imported from ADM) originating in or imported from the USA – Rate of Duty 48%. Carbon Black Anti- Dumping Duty Deleted On 17 June 2011 Sars announced the deletion of the anti-dumping duty on carbon (carbon blacks and other forms of carbon not elsewhere specified or included) originating in or imported from Thailand. The Dumping Item in question is 206.01/28.03/06.04 – carbon (carbon blacks and other forms of carbon not elsewhere specified or included) originating in or imported from Thailand. – Rate of Duty 10.7%. Carbon Black Drawback Item Deleted On 17 June 2011 Sars announced that the reference to carbon (carbon blacks and other forms of carbon not elsewhere specified or included), had been deleted from the description of Drawback Item 521.00/28.03/01.00. The Government Gazette notice includes the substitution of Drawback Item 521.00/00.00/01.00. Carbon Black Rebate Item Deleted On 17 June 2011 Sars announced that the reference to carbon (carbon blacks and other forms of carbon not elsewhere specified or included), had been deleted from the description of Rebate Item 470.03/28.03/01.00. The Government Gazette notice includes the substitution of Rebate Item 470.03/00.00/01.00. Clearing Instructions Rule Amendments On 17 June 2011 Sars announced the following amendments to the Rules to the Customs and Excise Act (the Act), that relate to Clearing Instructions: (i) The insertion of Rule 39.01(f) to the Act – all clearances, except importer’s instruction submitted electronically; and (ii) The substitution of Rule 119A.R39(2B).01(a) to the Act – The exporter shall produce invoices, exchange control form, exporter’s written clearing instructions, any document prescribed in any other provision of the Act, any permit, certificate or other authority issued under any other law authorising the exportation of goods and such other documents relating to such goods as the Controller may require in each case.
