Automotive Production and Development Programme Phase 2 (APDP2) Regulations Amendment: Comment due

In the Government Gazette of 22 May 2026, the Department of Trade, Industry and Competition (the dtic) called for comment on its 23-page draft amended APDP2 Regulations for the expansion of standard materials and measures to support electric vehicle battery manufacturing. Comment is due by 22 June 2026.

The purpose of the notice is to invite interested parties to submit written comments on the draft amended APDP2 Regulations, which seek to: 

  • Expand the list of materials qualifying as standard materials to include critical minerals used in the production of electric vehicle batteries, including hybrid derivatives;
  • Extend the definition of standard materials for electric vehicle batteries to include materials originating in the Southern African Development Community (SADC) region;
  • Amend provisions relating to standard value added (SVA) applicable to such materials; and
  • Introduce additional measures to support the development of a regional electric vehicle battery manufacturing industry.
