WTO 2019 Agricultural Products Permits

In order to fulfil South Africa’s commitment under the World Trade Organisation (WTO) Marrakesh Agreement, the Department of Agriculture, Forestry and Fisheries (Daff) on 09 October published a notice for the 2019 application for market access permits for agricultural products.

Permits will only be issued to South African importers registered with the Department of Trade and Industry (the dti) and the South African Revenue Service (Sars) of products classifiable under tariff subheadings 02.01, 0201.10, 0201.20, 0201.30, 02.02, 0202.10, 0202.20, 0202.30, 02.04, 0204.10, 0204.2, 0204.21, 0204.22, 0204.23, 0204.30, 0204.4, 0204.41, 0204.42, 0204.43, 0204.50, 04.02, 04.03, 04.04, 04.05, 04.06, 04.08, 07.08, 0708.10, 07.10, 0710.10, 0710.2, 0710.21, 07.12, 0712.90.90, 0713.3, 0713.20, 0713.90, 0806.20, 0813, 10.1 ex 11.00, 10.5 ex 11.00, 10.08, 12.05, 19.01, 1901.10, 19.02, 21.06, 2106.90.90, 22.04; 2204.10   (Sparkling    wine    in containers holding 2ℓ or less - Full duty in Part 1 less 14, 6%); 2204.10 (Sparkling wine in containers holding more than 2ℓ - Full duty in Part 1 less 19, 6%); 2204.21, 2204.29, 2204.30, 22.05, 2205.10, 2205.90, 22.06, 22.07, 22.08, 2208.20, 2208.20.10, 2208.20.90, 2208.30, 2208.30.10, 2208.30.90, 2208.40, 2208.50, 2208.50.10, 2208.50.90, 2208.60, 2208.60.10, 2208.60.90, 2208.70, 2208.70.2, 2208.70.9, 2208.90, 24.01, and 52.01.

Applications for market access permits issued on a quarterly basis must be submitted during the following time periods: (a) For the first quarter of the quota valid for importation during the period 01 January 2019 to 30 April 2019: by 06 November 2018; (b) For the second quarter of the quota valid for importation during the period 01 April 2019 to 31 July 2019: from 01 to 28 February 2019; (c) For the third quarter of the quota valid for importation on during the period 01 July 2019   to 31 October 2019: From 01 to 31 May 2019; and (d) For the last quarter of the quota valid for importation during the period 01 October 2019 to 31 January 2019: from 01 to 31 August 2019.

Applications for market access permits issued on a half-yearly basis must be submitted during the following periods: (a) For the first half of the quota valid for importation during the period 01 January 2019 to 30 June 2019:  by 06 November 2018; (b) For the second half of the quota valid for importation during the period 01 July 2019 to 31 December 2019: from 01 to 31 May 2019.

Applications for market access permits issued on an annual basis for the period valid from 01 January 2019 to 31 December 2019 must be submitted by 06 November 2018.

Payment procedures for an import permit:

(a) A fee of R1 025 per permit will be payable for annual permits, as well as lost permits and replacement permits issued until 31 March 2019; and

(b) A fee of R1 095 per permit will be payable for permits and replacement permits issued from 1 April 2019.
