Updated Rules of Origin Guide and Training

Publish Date:
18 Jul 2018

On 11 July the World Customs Organisation (WCO) announced the release of new and updated materials relating to origin including the Practical Guide to 2015 Nairobi Ministerial Decision.

As part of the Revenue Package Phase III Action, the WCO has developed a Practical Guide to the 2015 Nairobi Ministerial Decision on Rules of Origin for Least Developed Countries (LDCs). It has been developed to help members and traders to understand and use preferential market access for LDCs. It provides practical information on how to qualify for preferential treatment and detailed explanations of the elements in the decision.

The Guidelines on Origin Certification were endorsed and published in July 2014. They have been further developed to include members’ national practices (from New Zealand, Switzerland and Thailand) on origin certification, including self-certification.

The Guidelines on Preferential Origin Verification have been updated, with Chile providing its national practices. Chile has also provided national case studies which have been added to the Guide to Counter Origin Irregularities (excluding fraud).

New and updated origin modules are available via the WCO’s CLiKC! platform. There are five new e‑learning modules on the topics of origin certification, cumulation, origin criteria, transportation criteria and origin verification. The existing modules (introduction to origin and preferential rules of origin) have also been updated.
