Transnet National Ports Authority (TNPA) has issued a Request for Proposals (RFP) for the development and long-term operation of a new liquid bulk terminal at the Port of Ngqura.
According to TNPA, the 25-year concession will see a selected terminal operator fund, design, build, operate and maintain the new facility, as Transnet relocates liquid bulk operations from the Port of Port Elizabeth to the newer deep-water Port of Ngqura.
TNPA described the move as “a groundbreaking milestone” in the relocation of the tank farm in line with approved port development plans.
“The new terminal will include liquid bulk storage tanks, road tanker loading gantries, pipelines and the necessary terminal operation infrastructure,” the ports authority said.
“The landside operation of the proposed terminal is earmarked for the port’s Liquid Bulk Precinct located at the eastern extents of the back of port land adjacent to the N2.”
Future developments planned for this precinct will be developed for energy-related commodities such as Liquefied Natural Gas (LNG).
“The development of the liquid bulk terminal demonstrates TNPA's commitment to relocate the liquid bulk operations to the Port of Ngqura,” said acting general manager for commercial services at TNPA, Dineo Mazibuko.
“This terminal is intended to foster regional and national economic growth while ensuring environmental sustainability,” Mazibuko said.
The Port of Ngqura is the only South African commercial seaport in possession of an environmental authorisation for its port operation. In keeping with this green status, the appointed terminal operator is expected to ensure compliance with all relevant environmental, safety and regulatory standards.
TNPA has invited all industry stakeholders, including new entrants and joint ventures in port terminal operations, to submit bids in response to the request for proposals. Access the tender documents here.
