On 21 October 2026, the World Trade Organization (WTO) Committee on Safeguards advised that on 09 October 2026 the Philippines had initiated a safeguard investigation on imports of pork, classifiable under tariff subheading 0203.11, 0203.12, 0203.19, 0203.21, 0203.22, 0203.29, 0206.30, 0206.41, 0206.49 and 0209.10, on which comment is due to the Trade Remedies Office (TRO) by 16 November 2026.

What is a safeguard investigation?

A safeguard investigation seeks to determine whether increased imports of a product are causing, or are threatening to cause, serious injury to a domestic industry.

During a safeguard investigation, importers, exporters, and other interested parties may present evidence and views and respond to other parties’ presentations.

A WTO member may take a safeguard action (i.e. restrict imports of a product temporarily) only if the increased imports of the product are found to be causing, or threatening to cause, serious injury.
