On 11 November - the implementation day - the South African Revenue Service (Sars) published the amendment of Rule 46A3 to the Customs and Excise Act, 1964. The amendment relates to the non-reciprocal preferential tariff treatment under the Generalised System of Preferences (GSP) granted to developing and least developed countries by the Russian Federation, the Republic of Belarus and the Republic of Kazakhstan.
