On 29 October 2021, the World Customs Organization (WCO) announced the release of the Harmonized System Committee (HSC) working documents on its public database - the redacted versions of working documents and reports from the HSC meetings no 59, 60 and 61.
The public release of these documents is based on WCO Council’s deliberation at its 97th/98th sessions in 2001, approving the establishment of a public documentation database for historical working documents and reports of the HSC to be released in redacted form, subject to the approval of members and respecting commercial confidentiality.
As a knowledge-based organisation, the WCO provides this documentation to support the values of transparency and access to information in governance procedures.
