Fully automatic top-load machines: anti-dumping duties imposed: China and Thailand

On 18 July 2025, the South African Revenue Service (SARS) announced the imposition of provisional anti-dumping duties on fully automatic top load machines, of a dry linen capacity exceeding 10kg but less than 17kg, classifiable under tariff subheading 8450.20.20, originating in or imported from the People’s Republic of China and Thailand, from 18 July 2025 up to and including 17 January 2026. The reasoning for the imposition of anti-dumping duties is contained in the International Trade Administration Commission of South Africa (ITAC) Report No. 752.

The provisional anti-dumping duty and the rate of duty on machines imported from or originating in:

  • Top load machines, fully automatic, each of a dry linen capacity exceeding 10kg but less than 17kg, produced by Hefei Midea Laundry Appliances Co., Ltd [China 9.39%]
  • Top load machines, fully automatic, each of a dry linen capacity exceeding 10kg but less than 17kg, produced by Wuxi Little Swan Electric Co., Ltd [China 9.39%]
  • Top load machines, fully automatic, each of a dry linen capacity exceeding 10kg but less than 17kg, produced by Hisense Refrigerator Co., Ltd [China 8%]
  • Top load machines, fully automatic, each of a dry linen capacity exceeding 10kg but less than 17kg, produced or exported by all other producers or exporters (excluding those produced or exported by Wuxi Little Swan Electric Co., Ltd, Hefei Midea Laundry Appliances Co., Ltd and Hisense Refrigerator Co., Ltd) [China 13:42]
  • Top load machines, fully automatic, each of a dry linen capacity exceeding 10kg but less than 17kg [Thailand 67.11%]
