Revised Tariff Application Questionnaires On 22 October 2010 the International Trade Administration Commission of South Africa (Itac) announced that it had revised its “Tariff Amendment Questionnaires”. The questionnaires are for (i) the increase in the rate of customs duty, (ii) the reduction in the rate of customs duty; and (iii) the creation of a Rebate Item, also known as a rebate provision, or the rebate of the customs duty. Itac replaced the previous consolidated “Tariff Amendment Questionnaires” with separate questionnaires for three types of applications. Correction Notice A correction notice has appeared in respect of the reduction in the rate of customs duty on woven fabric of polyvinyl alcohol of a width of 30mm or more but not exceeding 60mm, weighing 60 grams per metre square or more but not exceeding 130 grams per metre square, classifiable under tariff subheading 5906.10.90, from 22% ad valorem to free of customs duty. Tariff Application – Sodium Hydroxide The proposed amendment of Rebate Item 310.01 to provide for a rebate of the full rate of customs duty on sodium hydroxide (caustic soda) classifiable under tariff subheading 2815.12 for the manufacture of bleached hardwood pulp and liner board, classifiable under tariff subheadings 4703.21, 4703.29, 4804.11, and 4804.10, and newsprint classifiable under tariff subheading 4801.00. Tariff Application – Headgear The proposed rebate of the full rate of customs duty on other woven fabrics of synthetic filament yarn, containing 85 per cent or more by mass of non-textured polyester filaments, classifiable under tariff subheading 5407.61 for the manufacture of headgear. Comment is due by 19 November 2010. Trade Remedy Application – Electric Cables The initiation of a sunset review investigation of the anti-dumping duty on paper insulated lead covered electric cables, classifiable under tariff subheading 8544.60.10, originating or imported from India. Comment is due by 29 November 2010. Duty Calls’ “To Do List” The South African Revenue Service (Sars) releases the September 2010 trade statistics (import statistics and export statistics) on 29 October 2010 at 14:00. Comment in respect of the proposed increase in the rate of customs duty on lattice masts for telegraph lines of electric power lines from free of customs duty to 15% ad valorem is due by 29 October 2010.
