Determination on Dumping of Screw Studding

In a Government Gazette dated 06 July 2012 the International Trade Administration Commission of South Africa (Itac) advised of its preliminary determination in the investigation into the alleged dumping of screw studding (rods threaded throughout) of stainless steel and steel (commonly known as threaded rods) originating in or imported from the People’s Republic of China. The application was lodged by the South African Fasteners’ Association (SAFMA), which claimed that the allegedly dumped products were causing it material injury and a threat of material injury. After considering all parties’ comments and verification of the information submitted, the Commission made a preliminary determination that the subject products were not being dumped on the Southern African Customs Union (SACU) market. However, the Commission made a preliminary determination that SAFMA was currently experiencing material injury and a threat of material injury. Since the Commission made a preliminary determination that no dumping was taking place, it did not make a preliminary determination regarding causality. The Commission therefore made a preliminary determination to terminate the investigation. The Commission has extended an invitation to all interested parties to comment on the Commission’s preliminary investigative report.
