Comments on the Draft Taxation Laws Amendment Bill and Tax Administration Laws Amendment Bill are due by 05 August 2013. The proposed amendments relate to (i) A beneficial tax regime for companies to locate in Special Economic Zones (SEZ); (ii) Revitalisation of the marine sector; (iii) A requirement for foreign e-commerce suppliers to register for Value-added Tax (VAT) in order to ensure that they compete on equal footing with local e-commerce suppliers; and (iv) Streamlining of the research and development tax incentive. Comment is due by 05 August 2013 in respect of the proposed substitution of Additional Note 1(f) in Chapter 27 of Section V to Part 1 of Schedule No.1. The proposed amendment is for the substitution of “Flash Point (IP170): Minimum 43oC” with “Flash Point (IP170): Minimum 38oC”; the substitution of “Smoke Point: Minimum 25 mm” with “Smoke Point: Minimum 23 mm”; and the removal of “Sulphur Content (ASTM D1320/D4294/P107): Maximum 0,0510 per cent of the mass”.
