On 07 September 2026, the South African Revenue Service (SARS) announced the insertion of various anti-dumping duties, in terms of Part 1 of Schedule No.2 to the Customs and Excise Act, 1964 (Dumping Duties), under various Dumping Items under item 217.02 on imports of front windscreens (windshields), classifiable under tariff subheading 8708.22.10, originating in or imported from the People’s Republic of China. The reasoning is set out in the International Trade Administration Commission of South Africa (ITAC) Report No. 777.
The Dumping Items in question are:
- 217.02/8708.22.10/01.08 Front windscreens (windshields), produced by Dongguan Kong Wan Automobile Glass Limited [28,39%].
- 217.02/8708.22.10/02.08 Front windscreens (windshields), produced by Xinyi Automobile Glass (Shenzhen) Co. Ltd and Dongguan Benson Automobile Glass Co. Ltd [12,92%].
- 217.02/8708.22.10/03.08 Front windscreens (windshields), (excluding those produced by Dongguan Kong Wan Automobile Glass Limited, BSG Auto Glass Co. Ltd, Fuyao Glass Industry Group Co. Ltd, Xinyi Automobile Glass (Shenzhen) Co. Ltd and Dongguan Benson Automobile Glass Co. Ltd) [129,15%].
