GOVERNMENT HAS given its word that invitations to tender for the concessioning of the Durban Container Terminal will be issued by April. Public Enterprises Minister Jeff Radebe said last week that the complex discussions to come up with a concession model were almost complete and the plan would be presented to Cabinet shortly.
