Another big step in Sars’ modernisation programme

Monday (May 9) marked another milestone in SA Revenue Service’s Customs Modernisation programme with the decommissioning of the old Manifest Acquittal System (MAS) and the introduction of a brand new Automated Cargo Management (ACM) system. When this issue went to press on Monday morning, it was too early to tell how smoothly the transition had gone, with stakeholders suggesting we contact them in a few days’ time. The new system is designed to improve Sars’ risk management, with advance information, declaration information, as well as movement data being matched to ascertain the total risk related to a particular consignment. In order to match this information, Sars needs everyone involved in the movement of goods to and from South Africa to be registered as a “cargo reporter” in order to conduct business with the revenue authority electronically.
