On 30 October 2024, the South African Revenue Service (SARS) announced the imposition of provisional anti-dumping duties, from 31 October 2025 up to and including 30 April 2026, against the alleged circumvention of the anti-dumping duties on windscreens for vehicles, classifiable under tariff subheadings 7007.21.20 and 8708.22.10, through country hopping originating in or imported from the People’s Republic of China via Malaysia.
The reasoning is contained in the International Trade Administration Commission of South Africa (ITAC) Report No. 757.
The details of the anti-dumping duties are:
- 7007.21.20 Windscreens for vehicles, manufactured by Xinyi Energy Smart (Malaysia) Sdn Bhd –24,63%
- 7007.21.20 Windscreens for vehicles, excluding those manufactured by Xinyi Energy Smart (Malaysia) Sdn Bhd – 29,05%
- 8708.22.10 Front windscreens (windshields), manufactured by Xinyi Energy Smart (Malaysia) Sdn Bhd – 24,63%
- 8708.22.10 Front windscreens (windshields), excluding those manufactured by Xinyi Energy Smart (Malaysia) Sdn Bhd – 29,05%
