Four core clusters
replace previous 21
THE SOUTHERN African Development Community (SADC) Council of Members has been restructured and reduced to four core clusters instead of the previous 21 sectors spread throughout the 14 member states.
These clusters will now operate under directorates to be established at the SADC secretariat in Gaborone, Botswana. National committees in member states will provide input to the directorates.
The four clusters will be (1) trade, industry, finance and investment, infrastructure and services; (2) food, agriculture and national resources; (3) social and human development: and (4) special programmes.
A committee of ministers will oversee them, with powers to implement projects without reference to the full council of ministers.
The decentralised system appears not to have been effective in the previous circumstances, says an SADC report. The secretariat has been unable to execute its mandate, especially in strategic planning and management. This has led to poor communications, co-ordination and performance.
