The National Ports Authority and South African Port Operations are both divisions of Transnet. The divisionalisation process between the two companies is now complete. Lease agreements between NPSA and SAPO will dictate performance standards and terms of agreements.
The tender exercise for the ring-fencing project has not been awarded due to an alignment being sought between the processes under way at the Department of Public Enterprises so as not to duplicate the exercise. At the same time, the internal process continues as a lot of the work can be done in-house without consultants being involved.
In terms of the Draft White Paper on National Commercial Ports Policy, Government has indicated that it will reduce its involvement in Port Operations. The ports will be restructured in line with the aforementioned policy intention. The exact format of this restructuring i.e. concessioning etc., is presently been investigated by the Department of Public Enterprises
