On 22 May 2026, the Department of Trade, Industry and Competition (the dtic) advised that the Broad-Based Black Economic Empowerment (B-BBEE) Commission had published a comprehensive report reflecting on “South Africa’s Transformation Journey 2013 to 2023”.
The report provides an evidence-based assessment of progress made under the B-BBEE framework, highlighting key gains in ownership, enterprise and supplier development and skills empowerment.
While notable progress has been achieved through policy reforms and strengthened multi-stakeholder collaboration, the report also identifies ongoing challenges, including uneven compliance, fragmented data systems and slow structural transformation in key sectors.
This publication underscores the importance of continued collaboration, stronger accountability and data-driven policymaking to accelerate inclusive economic growth. It serves as a renewed call to action to ensure that economic transformation becomes a shared and sustainable reality for all South Africans.
