The Madagascan government has implemented an Advance Cargo Declaration scheme (ACD) for cargo entering or exiting or in transit through Madagascan ports.
According to information released by MSC, the scheme requires shippers to pay a tax of EUR 100 per container, and to obtain from the Madagascan port authorities an Entry Summary Number (ENS) in the case of imports to Madagascar, or an Exit Summary Number (EXS) in the case of exports or containers departing from a Madagascan port. The number must be reflected on the bill of lading.
The ACD scheme is effective from December 1, 2015 and non-compliance with the procedures will attract penalties at the discretion of the Madagascan port authorities.
