Governments across North Africa and the Middle East are making it easier to do business in their countries. Djibouti, which provides Ethiopia’s sea gateway, made the list of global top 10 improvers for the second consecutive year. Over the past 12 months, the government implemented six reforms, moving the country up the global World Bank Doing Business 2019 ranking by more than 50 positions, to be ranked 99th out of 190 economies. Djibouti also led the region in terms of the number of reforms implemented Situated at the southern entrance to the Red Sea, the port of Djibouti handles 100% of Ethiopia’s imports and exports through road and rail links, according to the port authority. Djibouti is, however, only ranked 145th in the world on the “trading across borders” scorecard. Malta, at 41 ranks first in the region, followed by West Bank and Gaza (54) and Morocco (62). Yemen is ranked bottom in the world, at 189th. Regionally, the easiest country in which to do business overall is the United Arab Emirates (UAE), ranked 11th globally in the Doing Business report (and 98th for trading across borders), followed by Morocco (60) and Bahrain (62 and 77th for trading across borders). One of the most recent UAE reforms is removing all costs for commercial and industrial connections of up to 150 kVA. With this reform, the economy scores a maximum of 100 in all components of the getting electricity indicator. Amid continued political instability, Syria (179), Libya (186), and Yement (187) are the lowest ranked economies in the region. Other large economies in the region and their rankings include Algeria (157), Egypt (120), Iran (128), Saudi Arabia (92) and Tunisia (80). In comparison, South Africa is ranked 82nd globally, and 143rd for trading across borders.
