On 19 June 2015 Itac published a tariff application for the creation of a Rebate Item for knitted pile fabrics, other, of 100 per cent polyester fibres, classifiable under tariff subheading 6001.92 for use in the manufacture of other furnishing articles classifiable under tariff subheading 6304.91.90 under Rebate Item 311.42 for home textiles.
The application was lodged by Procall Consulting (Pty) Ltd who reasoned that local production costs were high and the 22% customs duty on fabric served only to reinforce these costs, and to further burden the already over-burdened and distressed local textile manufacturers who were competing mainly against speculative importers who were content with 30% customs duty on their ready-made products and were still able to be competitive.
