Export Control Guidelines on the Exportation of Ferrous and Non-Ferrous Waste and Scrap: Review of the Price Preference System guidelines: Comment due

On 31 October 2025, the International Trade Administration Commission of South Africa (ITAC) called for comment on the 19-page revised “Export Control Guidelines on the Exportation of Ferrous and Non-Ferrous Waste and Scrap Review of the Price Preference System Guidelines”. Comment is due by 14 November 2025.

According to the notice, ITAC notified interested parties that revised guidelines for the Price Preference System (PPS) had been drafted. The PPS follows a trade policy directive issued on 10 May 2013 by the then minister of economic development, directing ITAC to exercise its powers under the International Trade Administration Act, 2002, to regulate the exportation of ferrous and non-ferrous waste and scrap metal.

The guidelines outline the framework for implementing and administering the PPS in relation to the exportation of ferrous and non-ferrous waste and scrap metal. Interested parties are hereby invited to submit comments on the revised guidelines.

Additionally, interested parties are invited to submit comments on the draft terms of reference for the Technical Working Group established under the PPS, which are also attached to this notice.

Confidential information: If the submission contains confidential information, it should be clearly indicated  (submission should be marked ‘Confidential’). Additionally, a non-confidential version of the submission, omitting all confidential information, must also be provided to ITAC.
