Exportation of Waste and Scrap Metal

On 28 February the International Trade Administration of South Africa (Itac) extended an invitation for comment on the extension of the Policy Directive on the exportation of ferrous and non-ferrous waste and scrap metal, which was due by 13 March.

On 20 March, the Trade and Industry Minister announced the extension of the Policy Directive for a period of 9 months from 31 March 2020 to 31 December 2020.

History:

(a) On 10 May 2013, the Economic Development Minister issued a Trade Policy Directive to Itac on the exportation of ferrous and non-ferrous waste and scrap metal.

(b) In the Government Gazette of 21 September 2018, the Minister renewed the Policy Directive for a period of nine (9) months until 30 June 2019.

(c) On 24 May 2019, the Minister extended the Policy Directive for a further period of nine (9) months until 31 March 2020 to enable the National Treasury, the Trade and Industry Department and the Economic Development Department to explore the introduction of an export tax on ferrous and non-ferrous waste and scrap metal and its implications for the Policy Directive.

(d) On 28 February, stakeholders and interested parties were invited to submit representations and comments regarding the proposed extension of the Policy Directive.

(e) On 20 March, following consideration of the matter and comments received, the Trade and Industry Minister extended it for a period of nine (9) months from 31 March 2020 to 31 December 2020.
