Transnet Rail Infrastructure Manager (TRIM) has published the final version of the framework governing access to South Africa’s national rail network.
Network Statement Version 4 was published after consultation with train operating companies, freight owners, customers, regulators, financiers, industry associations and government.
The framework, approved and gazetted by the Department of Transport, sets out conditions for access to the rail network by existing and prospective train operators. It covers capacity allocation, commercial arrangements and the respective responsibilities of participants in the open-access system.
The publication concludes a consultation process that began when the draft version was released for public comment in July.
According to TRIM, the updated statement provides clearer recognition of “access seekers” and expands the provisions governing ad hoc applications for train paths.
It also intends to improve visibility of available rail capacity and provide greater clarity on the supporting and ancillary services required by train operators.
Ad hoc access allows operators to apply for capacity outside the annual allocation cycle for once-off, urgent or unforeseen freight movements. These could include additional services during seasonal peaks, trains required for specific projects or emergency recovery operations.
The revised framework also introduces strengthened governance principles intended to support fair and non-discriminatory access to the network.
TRIM said the changes will give rail users greater operational flexibility and provide more certainty for investment and long-term planning.
The Network Statement is a central component of government’s rail reform programme, which is opening the state-owned network to private operators. In May, Freight News reported that private train operators concluded rail access agreements with TRIM and allocated slots were expected to add 24 million tonnes of freight capacity.
The final Network Statement has been published alongside several supporting documents, including the Rail Access Agreement, Investment Plan, Network Register, Capacity Statement, Ancillary Services Catalogue and key performance indicators.
