The Port of Cape Town is seeking a private-sector operator to finance, build and operate a floating dry dock under a 25-year concession as the Transnet National Ports Authority (TNPA) moves to expand the port’s ship-repair capacity.
TNPA has released a Request for Proposals for an operator to design, finance, construct, operate, maintain and decommission the facility. The project forms part of the authority’s Ship Repair and Marine Manufacturing Strategy.
The additional dry-docking capacity is intended to enable the port to service more regional and international vessels through private-sector participation.
TNPA said demand for ship-repair services was growing, driven by increased regional trade and vessel traffic along the Cape sea route. It expects the additional capacity to help the port respond to this demand and strengthen its competitiveness as a ship-repair destination.
Once operational, the floating dry dock will support activities including hull maintenance, machinery and equipment overhauls, steelwork inspections, repairs and specialised maintenance services.
The concession would increase capacity and expand the port’s service offering, said Acting Port Manager for the Port of Cape Town, Ophelia Shabane.
“The Port of Cape Town has long played a significant role in supporting the maritime industry through its ship repair facilities. This concession project presents an opportunity to not only increase capacity but to also enhance our service offering to customers and reinforce Cape Town's position as a competitive maritime repair hub.”
Shabane said the project was also expected to support job creation, skills and supplier development, and greater participation by local enterprises in the marine engineering and ship-repair value chain.
The proposed facility is expected to incorporate energy-efficient technologies, climate-resilient design principles and modern safety systems.
A non-compulsory briefing session for prospective bidders is scheduled for September 3, with proposals closing on December 14. RFP documents are available through the National Treasury e-Tender Portal and Transnet’s website.
