Industry is still waiting for the gazetting of a moratorium allowing high cubes to be transported at a height of 4.6m. According to Mike Walwyn, a consultant for the South African Association of Freight Forwarders (Saaff ) and representative for several industry organisations on the high cube issue, the Department of Transport has confirmed in writing that the moratorium allowing high cube movements for a further 18 months had been approved. During this time the DoT will undertake a study to determine the impact and safety of these containers on the roads. But, until the moratorium is gazetted it remains illegal to move high cubes on South African roads if the height exceeds 4.3m.“Without a gazette notice, some 250 local authorities and all nine provinces have the right to enforce the law as it currently stands, with a maximum height of 4.3 m.” Walwyn stressed the need for the moratorium to be gazetted sooner rather than later.
